After spending ages trying to find out why my references were not in the correct numerical order or ordering as per citations (It meant the PDF showed the first citation to be [6] instead of [1]) I found it was due to citations within figure captions.

How can I include the citation in a figure caption so that it updates if I was to add more citations in the text without breaking my referencing order?

Main example of issue — Citation 28 appeared as [5] and as the 5th reference in the bibliography because I used cite28 in the caption of my 5th image but I want it to stay as reference 28 and [28].
